MCU Empowers Personnel with Legal and Financial Discipline Training to Drive Good Governance Standards
Ayutthaya – 1 September 2026, Mahachulalongkornrajavidyalaya University (MCU) held its annual Legal Training Program for Fiscal Year 2026 at Meeting Room102 (Phra Mongkolsitthacharn-Ruay Pasathiko), Phra Ratratanamoli (Nakhon Khemapali) Building, MCU, Lam Sai Subdistrict, Wang Noi District, Phra Nakhon Si Ayutthaya Province. The initiative aims to enhance personnel’s understanding of legal regulations, fiscal and financial discipline, and ethical standards in the workplace.
The opening ceremony was presided over by Assoc. Prof. Dr. Phra Thepwatcharasarabundit, Vice Rector for Planning and Development, Acting Rector of MCU, who delivered the opening address and shared moral guidance with participants. Assoc. Prof. Dr. Somsak Boonpoo, Asssistant Rector for Property Affairs and Chair of the Organizing Committee, presented the project objectives. The program was organized through a joint collaboration between the Legal Affairs Division and the Finance Division under the Office of the Rector.
Held from September 1–2, 2026, the project focuses on three core objectives:
- Fostering a thorough understanding of legal principles and the sound exercise of administrative discretion.
- Enhancing comprehension of financial and fiscal regulations, criteria, and standard operating procedures, including the tort liability of officials, to prevent operational errors in daily duties.
- Promoting integrity, ethics, and good governance in accordance with the Ethical Standards Act, B.E. 2562 (2019), enabling personnel to apply these principles effectively and transparently.
The training welcomed 144 monastic and lay administrators and staffs, representing 52 internal departments from both the central campus and regional campuses. The program featured specialized lectures and interactive workshops covering:
- Fiscal and financial discipline laws, budget regulations, and treasury disbursement procedures.
- Official tort liabilities concerning disbursement, procurement, and supplies management.
- Analytical techniques for auditing project disbursement documentation to mitigate risks and errors.
- In-depth Q&A sessions and collaborative knowledge-sharing on real-world operational challenges with legal and financial experts.
